Metformin is usually taken (5 to 10 minutes before) along with meals / food and is better. If not taken along with food, the effect of metformin can decrease and causes unwanted side effects in the gastrointestinal tract.

Metformin extended release tablets are taken with evening meal to produce better glycemic control and tolerability.

You can take metformin if you are still fasting and it will not cause hypoglycemia or low blood glucose levels. You need not to reduce the dose of metformin while fasting. But taking metformin without food is not recommended in general.
