Why Pharmacy Practice is not so effective in India?#3390

As we all know Indian Pharmacist meant only for dispensing and manufacturing in India. Why they are not successful or ineffective in practicing as clinical or hospital Pharmacist? What are the barriers that makes them ineffective in providing pharmaceutical care or direct patient care services in India?
