Can a Indian Pharm D be called Doctor?

Indian Pharm D graduates can use Dr. Prefix in front of their name. In this connection PCI released a circular regarding nomenclature of Pharm.D/Pharm.D (Post Baccalaureate) on pass certificates .

In that PCI clearly mentioned
It is requested to use the prefix “Dr.” before the name of the candidate while awarding the degree of Doctor of Pharmacy under regulation 18 of the Pharm.D. Regulations, 2008.
